In spite of a tough loss, we will not stay down. Our volunteers helped pass a living wage amendment and will push for voting rights restoration as part of the next legislative session. Lloyd Dabbs is a father, husband, 21-year combat veteran and career intelligence officer. Running for Florida State Representative to meet our urgent challenges head on and keep moving forward.


Lloyd is a Moderate Democrat who believes in a strong economy driven by middle class Floridians, affordable healthcare, quality veteran care, and aggressive climate action.

About Lloyd

“I am running for State Representative because I want our children to know we are not powerless in the face of our problems.”

Lloyd was born in the agricultural town of Santa Maria, California to Lloyd  (Sr.) and Lynn Dabbs. Joining the U.S. Air Force enlisted ranks at the age of 18, he earned his officer commission at age 29 and graduated the top of his class.

The first in his family to attend college, Lloyd earned an undergraduate degree in Psychology, a post-graduate degree in counter-terrorism, and two Master’s degrees (Business and Strategic Intelligence) – graduating with honors in each.

He served with distinction for over 20 years – in direct support to every major combat operation since 1998 to include Kosovo, Iraqi Freedom / Inherent Resolve, Enduring Freedom (Afghanistan), and United Nations operations in the Democratic People’s Republic of Congo.

After he retired from Patrick AFB in 2018, Lloyd settled down in Viera, Florida. He has been married to his wife Marie for 19 years and has three children – Scarlett (23), Ethan (18), and Aiden (13). Marie is an After School Program Director and small-business owner.

Florida is evolving into a progressive state whose citizens demand comprehensive legislative reforms and real leadership. We can drive these reforms to deliver economic equality, healthcare for all, educational reform, and climate activism through an aggressive, common sense agenda that will put Florida on the path to prosperity .


Forward to a Better, Inclusive Economy

To build a 21st Century Florida economy, we need to encourage inclusive and sustained economic growth with a focus on middle-class opportunity, small-business investment, and cutting-edge innovation


Achieve a $15/hr Living Wage for every Floridian while ensuring common sense incentives for small businesses


Expand entrepreneurship and community investment through incentivized support to low and moderate-income and minority neighborhoods


Expand investment in resilient infrastructure and green economy initiatives to create good jobs, enhance quality of life, and reduce costly flood damages to the Space Coast


Protect all workers (including public sector employees and gig-economy workers) and put an end to “right to work” laws that negatively affects labor unions


Incentivize venture capital investment, reduced regulatory compliance, and increased tax incentives to supercharge our small-business engine in Florida


Expand unemployment insurance, and state-level child / dependent tax credits


Pass the Florida Equal Rights Amendment that is more than long overdue


Establish a state-level Earned Income Tax Credit (EITC) to lift more families with children out of generational poverty

Forward Towards Healthcare For All

Our healthcare system ranks 48th out of 50 in the United States because our elected leaders have failed to enact common sense reforms preferred by a majority of Floridians. Meanwhile, 2.7 million people are either without insurance or under insured. Healthcare should be a right and not just a privilege for those of us who can afford it.

So we will fight to expand Medicaid to over 800,000 Floridians, expand healthcare price transparency for consumers, pursue healthcare tort reform, reign in prescription drug prices, push for next-generation healthcare data interoperability, defend women’s health initiatives, and fight the opioid epidemic with real funding for rehabilitation instead of incarceration

Forward to Educate a 21st Century Workforce

Florida’s education system should be an engine of opportunity available as a bridge to the American Dream. Lloyd supports increased recruitment for quality teachers, pay increases for veteran teachers, and increased base student allocations per child–giving districts more flexibility in spending.

Outdated educational policies will not power the next generation of Florida’s workforce. That is why we will push to make higher education more affordable (including free community college), closing the skills gap through incentives for high-demand fields, targeted investment in Pre-K through 12 technical education, a renewed focus in civic education, and new avenues for worker accreditation when college isn’t the preferred course.

Forward for the Environment & Energy Independence

Climate change is an undeniable fact, humans are the cause, and the risks to Floridians are increasing with every day we do not act. Without a doubt, Florida sea-levels will rise, natural disasters / flooding will get worse, and our economy will be decimated if we do not rise to meet this challenge with unmatched sense of purpose and resolve.

We have a moral obligation to leave a better world for our children. Fortunately, we live in a state with an abundance of resources and the ingenuity to lead the nation in a green energy revolution. To meet this challenge, we can strengthen clean water initiatives, increase research and development (R&D) for next-generation energy technologies, invest in sustainable / resilient infrastructure across the state, and make a commitment to a carbon neutral Florida through aggressive cap-and-trade initiatives that can put real tax dollars right back into the hands of everyday Floridians.

Forward for Equality

All people should be considered equal in a just and fair society. Together we will ratify the Equal Rights Amendment, strengthen laws that protect Floridians regardless of sexual orientation, gender identity, race, or religion, and champion initiatives that strengthen civil liberties for all citizens.

Forward for our Veterans

As a retired service member, there is nothing more sacred than ensuring our state has the best resources available for veterans. Together we will strengthen programs that combat rates of veteran suicide, reduce veteran homelessness, increase housing / tax benefits, improve state-level hiring preference for veterans, and increase education benefits for public colleges.

Forward to End Gun Violence

First and foremost, I am a responsible gun owner, certified marksman, and a combat trained soldier. It is with this in mind that I believe we can start a different conversation on guns in Florida; one that respects the rights and views of law-abiding gun owners, reduces the unconscionable toll that gun violence has on Florida, and is grounded in facts instead of emotion.

But make no mistake, I will aggressively tackle the problem because I believe no parent should have to watch their son or daughter be lowered into the ground because we failed to act responsibly. So I will fight for a “grand bargain” on guns that includes universal background checks, crack down on irresponsible gun dealers, strengthen red flag laws, close dangerous gun loopholes, and support funding for research into gun violence.

Forward for the American Dream

Every Floridian must be engaged in a process to refresh our democracy with honesty and transparency. And so, we must be honest with ourselves by admitting the American Dream is not accessible to all of us. Income inequality, civil rights inequality, healthcare inequality, and others are a byproduct of systemic failures that we must address to build a future that is inclusive and just.

In addition to everything we have discussed so far, we must pass real criminal justice and prison reform, end partisan gerrymandering, pass comprehensive lobby reform, revive civic education, and strengthen voting laws (to include establishment of a state holiday for voting in national and primary elections) to ensure everyone has a seat at the table.
